Who Needs a Passport to travel to Mexico?

The Western Hemisphere Travel Initiative (WHTI) was put into effect by the U.S. Department of Homeland Security to strengthen U.S. borders. This initiative will eventually require everyone entering the United States to present a passport, which affects a lot of those traveling to Mexico. However, the WHTI is being phased in gradually and at present the rules are different for those traveling by air and those traveling by land or sea. Changes in the dates and rules have caused a lot of confusion about who needs a passport to travel to Mexico.
