Until January 8th, 2007, U.S. citizens traveling to Mexico are required to present either a passport or two other forms of official identification. If you don't have a passport, your best bet is a birth certificate and driver's license. From January 8th, 2007 on, U.S. citizens traveling to Mexico
by air will need a passport to return to the United States. Those traveling
by land or sea may travel without a passport until June 2009, when a passport will be required for all travelers.
This is how the rules stand at the moment, but they may change again. It's a good idea to get a passport if you're planning to travel to Mexico, whether or not the U.S. will require it upon your return to the United States. Having a passport may help you to avoid hassles and it's the best form of identification outside of your country.
